Hello. I need to position and rotate some components on the PCB in a very specific way. For example, LED1 should be 15 degrees, (x1,y1) coordinates (with accuracy of 0.1mm), LED2 should be 25 degrees, (x2,y2) coordinates, etc. Is this possible in Upverter?

Yes, if you go to the component inspector (double click a component, or select a component and press i) you can place a component at a specific location and rotation. Image below.
